The 25-year-old brings experience from both the British and Australian game as head coach Matt Bramald continues to assemble his squad.
After progressing through Leeds Rhinos’ scholarship and Wakefield Trinity’s academy and reserves, Scriven spent four seasons in Australia with Tully Tigers and Southern Suburbs, before returning to play for Batley Bulldogs and Rochdale Hornets in 2026.
Bramald said: “Jay is a welcome addition to the squad.
“He’s gained experience here and in Australia, and we’re looking forward to seeing what he can bring to the group.
“We want players who are ready to compete, keep improving and contribute to the team, and I’m pleased Jay will be joining us.”
Head of rugby operations at Cougar Park, Richard Dibbin, added: “We’re really pleased to have Jay on board.
“At 25, he has already experienced different clubs and spent several seasons playing in Australia, while still having plenty of rugby ahead of him.
“Building this squad is about getting the right balance of experience, ability and potential.
“Jay brings something valuable to that mix, and we’re looking forward to welcoming him to Keighley.”
Cougars have also snapped up young second row Lewis Pavier from Castleford Tigers.
Pavier impressed this season with Cas’ academy side, having previously represented Wakefield Trinity at scholarship level and started his rugby league journey with Featherstone Lions.

After the arrival of the 19-year-old was confirmed, Bramald said: “We’re pleased to bring Lewis into the squad.
“He’s come through some good environments at Wakefield and Castleford, and we’re looking forward to working with him as he takes the next step into senior rugby.
“Pre-season will give him the chance to settle into the group, show us what he can do and work towards earning his place.”
Dibbin added: “It’s great to welcome Lewis to Keighley.
“Giving players an opportunity to progress is an important part of what we’re building, alongside retaining and recruiting the experience needed around them.
“Lewis has an opportunity here, and we’re looking forward to supporting him and seeing how he develops in a Cougars shirt.”
Cougars have also brought in youngster Max Fleary, whose dad Darren played for the club before moving to Leeds Rhinos in 1997.
The younger Fleary joins Keighley 30 years on, having spent time in the development systems at Castleford Tigers, Bradford Bulls and Huddersfield Giants, alongside his community rugby roots at Newsome Panthers.
Bramald said: “I’m really pleased to have Max joining us.
“He’s a young player with potential, and I’m looking forward to working with him and helping him develop.
“There will be opportunities here for players who work hard and earn their place, and pre-season gives Max the chance to show us what he can bring to the team.”
