The summer signing, who City spent £8m to bring to Carrow Road from divisional rivals Sheffield United, hasn't scored since his brace against Burnley in August and has struggled to maintain his bright start to life in Norfolk.
Brooks' dip has coincided with City's wider struggle for consistency, but Clement believes the Jamaican international has already demonstrated his 'game-changing' qualities and backed him to rediscover his best form.
“I don't want to individualise things and, for sure, not the results of the whole period around one player," Clement said.
“Andre is working really hard. Andre has already been really important for the club this season. In terms of playing minutes, he has already scored more goals than he did at Sheffield United before.
“We cannot say that Andre needs to put all the weight of our offensive line on his shoulders. There's not one winger in the world who scores every game, but he's trying to do all the good things for the team, offensively and defensively. That part is getting much better now as well.
“I know, on his best days, that he can be really important for this team and we need to get consistency in that. He's still a young player, but we didn't expect him to play 60 games and every time be the goalscorer or the assist-maker. That would not be a realistic expectation that we had around him.
“But he's working really hard and he has already shown several times that he can be a game-changer, so I'm pleased about that.”
Clement's patience with Brooks is mirrored by his approach to City's wider struggles, with the Belgian reluctant to make wholesale changes in search of a solution to a slower start to the campaign than hoped.
Although tactical details will continue to change depending on the opposition, Clement believes maintaining a consistent philosophy is vital to giving his players the structure and clarity they need.
“It's important to be consistent," he said. "If you start to swap everything and change everything, there's no structure and there's no clarity anymore for the players. That stays one of the most important things in football.

“Of course, there are tweaks and there are different things that you do every game. That was the same last season. It's not that every game you play the same football because, against every team, you need to find different spaces.
“It's another way that they attack, another formation, another way of pressing, so that automatically comes with playing against different opponents.
“But the philosophy of playing stays the same in general. Of course, you can choose one moment to put a higher block to press or a little bit lower, but in the end the philosophy stays the same.”
