The annals of football history are littered with generation-defining players who dominated the world's elite leagues and international stages. Often their honours for club and country and consistently impressive performances resulted in the most coveted individual prize in the sport: the Ballon d'Or.

The award confirms elite sporting status as well as recognition from a player's professional peers and rivals, placing its recipients among the Ballon d'Or winners in football history. But for many legends of the game, the Ballon d'Or remained painfully out of reach on multiple occasions. Here are the players who have garnered the most Ballon d'Or nominations without winning the prestigious award.

11 Wayne Rooney - 8

The Manchester United legend earned his first nomination at just 18 following incredible performances at Euro 2004 with England. His decorated career at Old Trafford gained him a further seven nominations. His peak finish came in 2011, when he placed fifth overall. That season, Rooney had helped United to another Premier League title as well as finishing runners-up in the Champions League.

10 Didier Drogba - 8

Chelsea and the Ivory Coast's big-match striker terrorised Premier League and European defences for eight years at Stamford Bridge. Drogba made the shortlist eight times, but his finest season came in 2007, where he finished fourth. That season he won the Premier League Golden Boot, and scored the winning goals in both the League and FA Cup finals. He may have missed out on the Ballon d'Or, but he did win the African Footballer of the Year for the first time in his career that year.

9 Harry Kane - 8

The former Tottenham marksman is one of the most complete and consistent strikers of his generation. Since moving to Bayern Munich in 2023 and finally winning some much-deserved silverware, Harry Kane has become a more discussed figure during Ballon d'Or voting. His incredible, record-breaking numbers for both club and country make him undeniable when it comes to the shortlist, and through accumulation alone, continues to force himself into the frontrunner conversation among the contenders for the 2026 Ballon d'Or.

8 Iker Casillas - 8

The legendary keeper was the anchor of the unmatched Real Madrid and Spain teams of the 2000s and 2010s, building a domestic and international dynasty that any footballer would be envious of. Such was his consistency, Casillas placed in the top 10 six seasons in a row. His highest ranking — a fourth place in 2008 — came off the back of La Liga and Euros triumphs with Madrid and Spain, respectively.

7 Kylian Mbappe - 9

Real Madrid's talismanic forward made history in 2017 when he became the youngest Ballon d'Or nominee in history at 18. The former PSG man has been a permanent fixture on the shortlist ever since. Mbappe may have scored a hat-trick in the 2022 World Cup final, and won the trophy in 2018, but it was 2023 that provided his highest finish. He finished third behind Erling Haaland and Lionel Messi. But with plenty of prime footballing years ahead of him, he is sure to remain a top contender for the award.

6 Samuel Eto'o - 9

The striker is one of the finest players that Africa has ever produced, earning nine nominations across a glittering career that played out over multiple continents. Eto'o famously won back-to-back trebles in 2009 and 2010 with two different teams (Barcelona and Inter). His consistency during the 2000s earned him a fifth place finish at the 2005 ceremony.

5 Thierry Henry - 9

One of the most graceful and iconic strikers of all time, Thierry Henry racked up nine nominations during trophy-laden years at Arsenal and Barcelona. An Arsenal Invincible, Henry came agonisingly close to the Ballon d'Or in 2003, finishing runner-up to Pavel Nedved. That season, Henry made history, becoming the first player to record at least 20 goals and 20 assists in Europe's top five leagues. He placed third again in 2006 after leading Arsenal to the Champions League final and France to the World Cup final.

4 Neymar - 9

From his promising beginnings at Santos, Neymar felt like a player destined to lift the Ballon d'Or. His nine nominations supported that, but thus far, he has failed to make it to the top step. After Barcelona's treble-winning season in 2015, Neymar placed third behind Lionel Messi and Cristiano Ronaldo, repeating the feat in 2017. Football fans and analysts have never doubted Neymar's elite quality, but injuries and the failure to secure a major international trophy with Brazil have arguably hampered his Ballon d'Or campaigns.

3 Gianluigi Buffon - 11

To many fans, the greatest goalkeeper of all time, Gianluigi Buffon, is a symbol of unmatched quality and consistency between the posts. His 28-year career saw him nominated 11 times for the Ballon d'Or — an incredible feat considering the odds are often stacked in the favour of attackers and midfielders. The iconic keeper almost did the unthinkable in 2006, finishing behind compatriot Fabio Cannavaro following their World Cup triumph with Italy. His five clean sheets at the tournament made him an instant frontrunner. Buffon went on to finish fourth in 2017 after captaining Juventus to the Champions League final.

2 Zlatan Ibrahimovic - 11

The nomadic striker proved that there was no country he couldn't conquer during a prolific 24-year journey through elite European football. The charismatic Swede won league titles in the Netherlands, Italy, Spain, and France, as well as major honours in England. Zlatan was nominated 11 times between 2003 and 2016, with his highest finish coming in 2013 (fourth place). As well as helping PSG to a domestic double, that season he famously scored all four goals for Sweden in a 4-2 victory over England — including a 35-yard overhead kick that won the FIFA Puskas Award for Goal of the Year.
