The uncapped young Scarlets back was selected for the Nations Championship fixtures in November after Dragons winger Rio Dyer was released due to injury.
Dyer sustained a hamstring issue after scoring a try in the Dragons' 31-14 defeat to Ospreys on Saturday.
The 26-year-old had just been recalled by Wales after missing the Six Nations campaign and summer fixtures.
Wales kicking coach Alex Davies said: "To be selected and then get an injury is tough.
"Rio was playing really well for Dragons, and his high ball work was excellent. He had been performing really well and fully deserved his spot."
However, Page's inclusion in the squad does not mean he will be capped as he will be following return-to-play protocols after receiving a head injury during the Scarlets' clash with the Stormers in Cape Town.
The 21-year-old from Dinas Cross, who went to Ysgol y Preseli, was assisted off the pitch while receiving oxygen after the incident.
Davies praised Page, saying: "In broken field, he is a box of tricks and can definitely expose some of the big players in the wide channels.
"He is an all-action player who is powerful, moves the ball and has a good kicking game."
Wales' Nations Championship campaign resumes against Japan on November 7, following their summer games where they beat Fiji and lost to Argentina and South Africa.
November will also see Wales welcoming New Zealand and Australia to Cardiff.
The month will culminate in the finals weekend at Twickenham's Allianz Stadium.
