Dowman appeared to kick out at the Fleetwood player before a melee broke out between the two sets of players. Referee Michael Salisbury produced a straight red card, leaving the youngster to make an early exit down the tunnel.
The incident will be of particular interest to Celtic and Rangers, with both Glasgow giants linked with a January loan move for Dowman.
Reports have claimed the Old Firm rivals have held talks with Arsenal over the possibility of taking him on loan, although they face significant competition for his signature. Dowman turns 17 on December 31, opening the door to a potential temporary move when the January transfer window opens.
Arsenal have yet to make a final decision over whether to sanction a loan, with the teenager regarded as one of the club's brightest prospects. Mikel Arteta, meanwhile, appeared to speak to Dowman as he left the pitch following his dismissal.
Fleetwood went on to knock Arsenal out on penalties after a 1-1 draw.
