Federación Peruana de Fútbol announces 2027 Liga 1 reforms

Peruvian professional football is heading toward a strict structural overhaul as domestic competitions prepare for the 2027 season, Depor reported.

Federation Reforms Targets Youth Development and Squad Regulations

En la Liga 1, desde 2027, cada equipo deberá tener obligatoriamente un futbolista Sub 23 en el campo de juego, mientras que la FPF incorpora un sistema de bolsas de minutos obligatorias para futbolistas de categorías juveniles. El Comercio noted that a single player cannot simultaneously count toward both the starting Under-23 field requirement and the separate Under-20 minutes quota. There is no limit on registering Under-23 players.

Manuel Barreto, the head of youth technical development for the federation, pointed to statistical deficiencies in domestic team rosters as the primary catalyst for the new rules. Speaking to RPP Noticias, Barreto stated that young players struggle to find professional minutes because clubs operate without financial pressure to sell developed talent. He noted that fourteen players who featured in Peru’s squad at the 2018 FIFA World Cup in Russia had earned their initial professional debuts under earlier iterations of the youth minutes system. Barreto also added that a table of dialogue involving all clubs and the league concluded with everyone agreeing on the return of the minutes quota, noting that the final rules will be led by Agustín Lozano alongside the Board of Directors.

Data gathered by El Comercio revealed that during the 2026 Liga 1 season, only two Under-20 footballers managed to accumulate more than 100 minutes of total playing time. Furthermore, a comparative sample of South American clubs showed that three Peruvian teams averaged just 0.3 native Under-23 and Under-20 starters per match, compared to an average of 2.4 across other examined clubs in the region.

Foreign Player Quotas and Squad Caps Adjusted for 2027

Alongside the youth mandates, the governing body is trimming the number of international players permitted in domestic squads. Freddy Ames, a member of the federation’s board of directors, confirmed to Infobae that Liga 1 clubs will be restricted to registering six foreign players and deploying a maximum of five simultaneously on the pitch.

The restrictions extend down the competitive pyramid with varying thresholds. In Liga 2, clubs will be permitted to register four foreign players and field three at a time, while Liga 3 teams face a harsher cap of two registered foreign players and only one active on the field, according to Infobae’s reporting. The federation aims to reduce foreign roster slots progressively as domestic players improve their competitive readiness.

To fulfill the youth participation quotas in Liga 1, teams must accumulate a total of 2,100 minutes played by athletes born in 2007, Infobae reported. Lower divisions carry separate structural requirements, such as mandating three Under-23 players and one Under-19 player per squad in Liga 2, and four Under-19 players alongside one Under-17 player in Liga 3. Ames explained that this approach accommodates players coming through the academies to include those born in 2010, 2008, 2005, 2009, and 2007.

Judicial Mandates and Tournament Adjustments Shape the 2027 Calendar

The 2027 season calendar also faces modifications stemming from legal rulings and structural evaluations. AP Noticias reported that a judicial ruling issued under file 04116-2025-PA/TC, dated April 30, 2026, and released on May 18, 2026, instructs the federation to update the 2023 league standings based on penalties applied to Sport Boys and to incorporate Deportivo Binacional into Liga 1 for 2027. An explanatory clarification issued on May 25, 2026, confirmed that the ruling does not mandate the relegation of Sport Boys or target clubs outside the process.

Discussions regarding tournament organization also include examining whether to reduce the top-flight division from 18 teams down to 16 by implementing four relegation spots during the 2027 campaign, AP Noticias noted. Additionally, the federation plans to introduce a single-match opening competition between the reigning Liga 1 champion and the League Cup winner to inaugurate the domestic schedule.
